Legislative winners and losers in Kansas and Missouri
Leadfooted Kansas drivers? They’re winners. Reps. Emanuel Cleaver and Sam Graves in Missouri? With their spanking new districts designed to ensure re-election victories next year, they emerged as winners, too. But as lawmakers in both Kansas and Missouri wrapped up their 2011 legislative sessions on Friday the 13th, there also were plenty of losers.
